Ship of Despair is located at Alternate Dimension -  Ironwheel Beach. I listed the chain quest you needed to take before you can enter inside the dungeon. Please check  unacquire or quest log for L75. Dimensional Shift 1, If you can't find it please check  each and every npc because you probably took the rest of the quest line and just left it open.
